Can Bond Use Guns Freely?
No. Bond cannot freely draw a weapon whenever he wants in 007 First Light. The Licence to Kill mechanic gates all firearm use throughout the entire game. This is a deliberate design choice by IO Interactive to reinforce Bond's identity as a spy who uses lethal force only when absolutely necessary.
When Does Licence to Kill Activate?
Licence to Kill triggers automatically when enemies show clear intent to shoot Bond, or when he enters a high-threat zone where guards open fire on sight. A red notification appears at the top of the screen when the state activates.
Most fights in 007 First Light are close-quarters brawls where enemies are not drawing weapons. In those situations, Bond is expected to fight hand-to-hand. Being outnumbered does not trigger Licence to Kill — only the enemies drawing weapons does.
What Becomes Available When Licence to Kill Activates?
Full combat toolkit unlocks:
- Standard gunfire with your equipped firearm
- Disarming shots — one shot disarms enemies
- Weapon pickup — grab dropped guns from eliminated enemies
- Focus mode — hold R3 to slow time and line up precision shots
- Gadget use — all gadgets remain active alongside firearms
Managing Ammunition
Do not expect to stockpile ammunition. The game pushes you to swap weapons with fallen enemies rather than hoard magazines. If you run out of bullets, throw your current weapon at an enemy — they get disarmed, you catch their gun, and you keep firing. Shooting an enemy in the hand also incapacitates them non-lethally.

Can you ever draw your gun without Licence to Kill?
- No. The game locks all firearms behind this mechanic. No workarounds exist.
Does Licence to Kill ever turn off mid-mission?
- Yes. Once the threat is neutralized and the game shifts to "Situation Contained," gun access is revoked again. You return to standard engagement rules.
Can you earn guns through upgrades or progression?
- No. The mechanic is fixed and story-based. Your available weapons change through the campaign but Licence to Kill governs access to all of them.
